David Ocasio, ChFC, Fiduciary and Investment Advisor Representative with Horter Investment Management, LLC. My passion is delivering retirement solutions for families across the country. I specialize in capital preservation and retirement income planning.
As a young man I watched my mother become a widow at a young age, this personal experience ignited my passion and desire to help pre-retirees and retirees secure a fruitful retirement. My mission is to help clients protect, preserve, and pass on their wealth to their families through tax-advantage programs and programs designed to reduce portfolio volatility and risk.
My goal is to protect your retirement accounts from losses during market volatility, provide a stream of lifetime income, reduce taxation, (including on your social security benefits, while simultaneously working to maximize your retirement), avoid probate, and provide secure estate planning methods, which includes charitable giving opportunities.
In addition to being a fiduciary, I’m also a Chartered Financial Consultant (ChFC) with The American College of Financial Services. . I am also familiar with Social Security planning.
I’m a family man at heart, my world revolves around my wife Marina, our three daughters as well as our three Rhodesian ridgebacks. Home is western Loudoun County, originally born and raised in the metro DC area. My wife is a Nurse Director, we spend most of time enjoying our property or traveling up and down the east coast in our RV.
When I do have some free time to myself, I enjoy exercising, biking, triathlons, hiking and even climbing an occasional mountain (literally). I’ve climbed to Everest Base Camp, Orizaba in Mexico, Mt. Rainer, Mt. Baker and Grand Teton to name a few. When you have three daughters, climbing a mountain is no sweat! I also enjoy sports and fancy myself an amateur military historian. If I didn’t enjoy financial services so much, I would be a history teacher.

The ChFC® designation is a financial planning credential awarded by the American College to individuals who satisfy its educational, work experience and ethics requirements. Recipients of the ChFC certification have completed at least seven mandatory college-level courses in the areas of financial, insurance, retirement and/or estate planning, as well as income taxation and/or investments. Additionally, recipients have completed at least two elective courses on the financial system, estate planning applications, executive compensation, and/or retirement decisions. In order to maintain the designation, ChFC holders must satisfy the ongoing requirements of the Professional Achievement in Continuing Education (“PACE”) Recertification Program, which includes 30 hours of continuing education at least every two years.
